針對失蹤外勞人數比率創新高，監察院今（5）日以影響社會治安，潛藏危害國家安全隱憂為由，對內政部多年來對行蹤不明的外勞查緝都沒有依法落實，成效不彰，提出糾正案。

依據監委林鉅鋃與葛永光的調查指出，累計到今年10月，失蹤落跑的外勞總人數高達41637人，占外勞總人數比率8.7%，且年年創新高，除影響社會治安外，更潛藏危害國家安全的隱憂，內政部多年來對行蹤不明的外勞查緝都沒有依法落實，成效不彰，監院今糾正內政部。

監委指出，移民署從2007年1月成立後，落跑外勞從當年的22553人，攀升到今年的41637人，行蹤不明的外勞人數佔總人數比率，由6.3%升至8.7%。調查結果發現，10年來，每年新增的失蹤外勞都以3%到4%的比率成長，並無顯著降低。

監委表示，由於行蹤不明的外勞在台人數逐年成長，且逃離原工作處所後四處流竄，除易滋生傷害、竊盜或搶奪等犯罪外，更易齊聚結合形成犯罪組織，或為國內幫派份子所吸收利用，且行蹤不明外勞因無相關戶籍資料，易形成治安漏洞，而外勞為躲避主管機關查緝，易遭非法雇主及仲介勞力剝削或性剝削，淪為人口販運被害人，除影響社會治安外，背後更潛藏危害國家安全的隱憂。
